In response to Wisconsin’s ongoing opioid overdose crisis, WPHCA convened a Medications for Opioid Use Disorder (MOUD) Learning Collaborative in 2025 to support Community Health Centers in implementing low-barrier MOUD services. This initiative builds on a decade of state and federal investment in opioid use disorder treatment infrastructure and reflects a growing commitment to integrating behavioral health and primary care services across Wisconsin’s providers serving patients regardless of their ability to pay.
WPHCA published the report, Implementing Low-Barrier MOUD Treatment in Community Health Centers, to deliver key findings, data, and policy recommendations that emerged from the MOUD Learning Collaborative. WPHCA views the Learning Collaborative opportunity and its engagement with an initial cohort of Wisconsin Community Health Centers as the first step in the process of building a strong network of interdisciplinary providers and care teams who have the capacity, training, and confidence to continue to be trusted providers and leaders in their communities in providing MOUD treatment
