Overall Meeting Objectives:

  • Leverage the collective knowledge of the group to accelerate Health Center work related to improving the quality of Health Center fiscal and operations
  • Strengthen relationships/networks among Health Center staff
  • Gain strategic ideas and tactical skills to use on the job


9:00-10:00        Welcome, Introductions, State, HRSA & Federal Policy Updates

This is a standing agenda item that supports WPHCA and CHC intelligence sharing about state and federal  reimbursement,              funding, and the policy environment that have potential implications for CHCs. Topics for sharing often include:

  • Recently released PINs/PALs
  • HRSA announcements and/or intelligence regarding operational site visits
  • Other state and federal regulatory changes and/or initiatives

10:15-11:30       Medicaid PPS, Change In Scope, Updates & Intelligence Sharing

This session will provide participants with an opportunity to connect on discussion topics that range from sharing intelligence and lessons learned from the first Medicaid change in scope conversations, insights and ideas regarding global dental billing, and processes Health Centers have put in place to manage Medicaid reimbursement post-PPS implementation, long-term

Key Discussion Questions:

  • What are our early indicators and lessons learned related to the Medicaid Change in Scope processes?
  • What is the current intelligence/status on global billing for dental?
  • How are Health Centers monitoring and tracking Medicaid revenue reconciliation under the new PPS system?
  • What actions have Health Centers taken since our last FOG discussion, to better understand what was included in the 2015/16 rate setting process?
  • What strategic decisions are Health Centers making to shift to PPS reimbursement model? 


11:30-12:15      Financial KPIs & Core Metrics

There was a rich discussion around financial measures and key performance indicators at our February meeting-Health Centers’ have different preferences for measures, new measures that many weren’t aware of, and core metrics. Please come prepared to share a dashboard or favorite financial tool or trick that you’ve come to rely on.

Key Discussion Questions:

  • What financial KPIs and measures are you, your team, your Board monitoring?
  • What measures are being monitored as part of Core Metrics and the Culture of Excellence?
  • Who is doing well? And what can we learn from them?


12:15-1:00        Lunch


1:00-1:45          Expanding & Advancing Services to Address Community Needs

Many Health Centers recently submitted oral health and behavioral health expansion grants. This session will provide an opportunity to for Health Centers to share their recent expansion plans, share insights learned, and problem solve challenges.

Key Discussion Questions:

  • What expansions are your Health Centers considering? What innovations are you trying to better meet the needs of the communities you serve?
  • Has your Health Center discussed dental therapy as strategy to address workforce shortages if it becomes an option in Wisconsin? How would you see this being implemented?
  • Who is implementing or expanding SBIRT? What questions do you have for your colleagues?
  • What systems do you have in place for tracking grant funding and assuring that funds are expended within shorter time periods?

2:45-3:00        Next Steps, Evaluation, & Wrap Up

Please inform WPHCA staff ( of the substitution as soon as possible to coordinate meals and participant materials. Participants may cancel at no charge up to 7 days before the event begins. No refunds are available for cancellations 6 days or fewer before the event begins.
