State and Federal Policy Agenda 2008
Dental: Encourage fiscal and policy upgrades that will expand Health Center access and capacity.
o Strategies:
o Work to help administration officials design and manage an improved dental delivery system;
o Support increased state financial aid to providers who regularly treat MA patients; and
o Influence DEB policy rules related to provider licensing, regulation and scope of practice.
Medicaid: Back attempts to capture new federal dollars that can be directed to participating providers.
o Strategies:
o Encourage passage of impending hospital assessment legislation;
o Push for approval of future budget funding for BadgerCare Plus childless-adults initiative; and
o Educate policy makers on Medicaid’s importance to Health Center’s payment methodology.
State Grant: Boost legislator support to improve prospects for future state budget increases.
o Strategies: o Educate legislators on the current use and future need of additional state funding assistance;
o Share individual patient, provider and facility growth stories to demonstrate need, value and ROI; and
o Collaborate with key administration officials and legislative leaders to coordinate overall capacity expansion vision for the future.
NACHC: Enhance WI delegation’s awareness and support of NACHCs “Access for America” plan.
o Strategies: o Educate legislators on the current use and future need of additional state funding assistance;
o Share individual patient, provider and facility growth stories to demonstrate need, value and ROI; and
o Collaborate with key administration officials and legislative leaders to coordinate overall capacity expansion vision for the future.

o o Endorse legislation and advocate for positions that will lead to the improvement in the health status of Wisconsin’s underserved and vulnerable populations:
o Tobacco and Smoking Cessation
o Family Planning and Reproductive Rights

o Endorse Legislation to focus on providing incentives for individuals to practice primary care in Wisconsin’s medically underserved areas:
o Loan repayment

o HPSA bonus payments

o Provider Quality Improvement
o Health Care Workforce Shortage
